Camphorweed (Heterotheca subaxillaris)

In late summer you'll spot the flowers of the camphorweed along the refuge's roadsides. The flower heads grow to about 3/4 of an inch. In the lower photo, you can see the hairy stem and alternating leaves (lower leaves may be up to 3 inches in length).

The plant can grow to about three feet in height and can be found in states south of New York to Florida.
